Developmental Progressions

Central domains

In home-based settings, teaching practices are the ways home visitors work with families to:

  • Provide experiences that support the child's development and learning
  • Engage in responsive interactions
  • Use the home as the learning environment

The Head Start Early Learning Outcomes Framework (ELOF) helps teachers, family child care providers, and home visitors understand the typical progression of development. It describes what children should know and be able to do to succeed in school and life. The ELOF guides programs to implement effective program and teaching practices that promote strong outcomes for all children, including children with disabilities or suspected delays and children who are dual language learners (DLLs) or learning a tribal language. Children's behaviors are tied to multiple ELOF domains and sub-domains, including:

  • Approaches to Learning
    • Emotional and Behavioral Self-Regulation
  • Social and Emotional Development
    • Relationships with Adults
    • Relationships with Other Children
    • Emotional Functioning
  • Language and Literacy & Language and Communication
    • Attending and Understanding
    • Communicating and Speaking
    • Vocabulary
